The project was won in a competition organised by the Cape Town City Council. The local environment is rather hostile – dusty, treeless, shabby. The main ideas were to give the centre an urban presence, to use the buildings to form a sheltered outside place, to create a secure building which does not look like a jail – within a restricted budget. In detail, the building is designed in accordance with guideline patterns developed by the author, which aim to ensure flexibility, a range of different spaces for activity, and easy surveillance of children.
